Ken Humphrey, Neil Berger, and Clark Cameron are the principal attorneys of Humphrey, Berger & Associates, LLP ("HBA"). Between them, they have well over 90 years of insurance defense, surety and business litigation experience. They met in the 1990’s while serving as in-house counsel for Amwest Insurance Group, Inc. In the course of working at Amwest, they handled insurance defense, construction and surety litigation, including commercial vehicle and business litigation, as well as corporate, transactional, reinsurance, regulatory and employment matters.
The attorneys and staff at HBA have many years of experience in both litigation and transactional areas of practice. We are currently handling complex litigation matters in courts throughout California. We have handled numerous jury trials, bench trials and appeals in both California and federal courts and arbitrations and administrative hearings before various California and federal agencies.
In addition to providing services on behalf of our surety and insurance clients, we have extensive experience working with governmental entities and self-insured clients. From counseling our clients on issues before they develop into litigation, to representing our clients from the commencement of litigation to successful conclusion, we provide legal services that are both responsive to the needs of their businesses, and mindful of the costs of legal services.

We are able to provide these services at very competitive rates, with both “hourly” and “per file” rates negotiable.

Kenneth S. Humphrey
Ken was born in Pasadena, California. He received his Bachelor of Arts degree from the University of California at Santa Barbara, and his Juris Doctor degree from Loyola Law School of Los Angeles. After finishing law school, he became an associate at the litigation law firm of Bolton, Dunn and Yates in Santa Monica, California.
At Bolton, Dunn and Yates, Ken gained extensive experience in all aspects of civil litigation including construction defects, insurance bad faith, insurance coverage issues, premises and product liability, and personal injury actions. He represented public entities, self-insured entities, insurance companies, as well as corporations and individuals.
In 1999 Ken joined Amwest Insurance Group, Inc.’s in-house law firm as a Senior Litigator where he handled hundreds of surety defense and complex litigation matters including those involving contract and commercial bonds, license and permit bonds, probate bonds, and collection and subrogation cases.
Ken has significant experience in insurance company liquidation and rehabilitation law. He has represented the Director of Insurance for the State of Nebraska in his capacity as Liquidator of a major insurance company. Ken currently represents the Director of Insurance for the State of South Carolina in his capacity as Receiver to a health care insurance company.
Ken has taken over 25 cases to trial or arbitration, and has argued multiple times before the California Court of Appeal.
At Humphrey, Berger & Associates, LLP, Ken currently handles surety and insurance defense litigation for a number of surety, insurance and Third Party Administrator clients. He also represents insurers in subrogation and premium collections matters; contractors and manufacturers in construction litigation; and clients involved in business disputes.
Ken has been involved in a number of Ventura County business and charitable groups and has provided seminars in both surety law and other legal areas. He has also served as President and Vice-President on the Board of Directors of a major non-profit organization in Thousand Oaks, California that provides rent-free space to service oriented non-profit organizations.
Danielle St. Clair
Danielle St. Clair
Danielle, a native Californian, received her Bachelor of Science degree from the University of California, San Diego in 2006, and her Juris Doctor degree from U.C.L.A. School of Law in 2011, and was admitted to the Bar that same year.
After completing law school, Danielle was employed by the Office of the Los Angeles County Counsel where she handled civil litigation and appellate matters on behalf of the County Counsel.
She joined our firm in 2012 where she practices insurance and surety defense, general civil litigation and appellate advocacy. Danielle has developed particular expertise in handling the defense of prevailing wage actions filed by private counsel, Labor Compliance Programs and the California Division of Labor Standards Enforcement against sureties.
Neil H. Berger
Neil was born in Brooklyn, New York but moved with his family to Los Angeles where he attended high school. He received his Bachelor of Arts degree from UCLA as well as his Juris Doctor degree from the UCLA School of Law. After finishing law school, he joined the Los Angeles law firm of Parkinson, Wolf, Lazar and Leo as an associate where he primarily handled insurance defense litigation. He also represented insurers in insurance regulatory matters.
In 1986, Neil joined the Claims Department at Amwest Insurance Group, Inc. A few years later he was named as Amwest’s first Corporate Counsel, and was named a Vice President of all of the insurance companies owned by Amwest. In addition to handling insurance and surety defense matters, Neil was also responsible for supervising Amwest’s corporate legal work, including employment law, insurance regulatory, corporate formation and compliance issues; and managing transactions involving the sale and acquisitions of other insurance companies.
Neil is a member of the American Bar Association, the California State Bar Association, Labor and Employment Law Section, and the Los Angeles County Bar Association. He has taught seminars on employment matters for managers and employer groups. He has also taught continuing education courses on insurance law for insurance professionals.
At Humphrey, Berger & Associates, LLP, Neil currently handles insurance defense litigation for a number of insurance and Third Party Administrator clients. He also represents insurers in subrogation and premium collections matters; contractors and manufacturers in construction litigation; and clients involved in business disputes. Additionally, he acts as corporate counsel for a number of corporate clients, and handles employment relations and business formation issues. Neil also serves on the Board of Directors of a number of non-profit organizations devoted to animal welfare.
Stan was born in New York City, and has been practicing law primarily in the surety and construction field for over 30 years. Stan earned his Bachelor of Arts degree at George Washington University in Washington, D.C., and his Juris Doctor degree at San Fernando Valley College of Law in Los Angeles, CA, graduating with honors.
From 1976 through 1981 Stan worked at Market Insurance Company, a managing general agent of a nationwide surety company. From 1991 through 2001, Stan practiced law in-house at Amwest Insurance Group. While at Amwest, Stan was primarily responsible for surety and insurance defense litigation, subrogation, and acting as consultant to the Claims Departments.
Stan also has significant experience working at outside law firms representing primarily surety companies and contractors. From 1981 through 1991, Stan was an associate at Lanak & Hannah; from 2001-2001 he was an associate at Aherne, Leonidou & Rosin, APC; from 2002 through 2007 at Robins, Kaplan, Miller & Ciresi, LLP; and from 2008 to 2011 at Gill & Baldwin P.C. Stan has been lead attorney representing corporate sureties and construction contractors in construction contract and construction defect litigation. His responsibilities include the drafting and preparation of all pleadings, all aspects of discovery, law and motion, mediation and alternate dispute resolution, trial preparation, and trial. He has briefed and argued appellate matters before the California District Courts of Appeal.
Stan’s significant experience representing surety companies and construction companies includes over 30 civil trials; preparation of briefs and arguments before the Federal Ninth Circuit Court of Appeals, numerous appearances and arguments in various California Courts of Appeal, prosecution and defense of claims in Federal District Courts, and in the United States Court of Claims. Stan has prosecuted and defended surety clients in dozens of arbitration proceedings as well.
Clark H. Cameron

Clark was born in Burbank, California and received his Bachelor of Science degree from California State University at Northridge and his Juris Doctor degree from Southwestern University School of Law in Los Angeles. After finishing law school, he joined the law firm of Monteleone & McCrory, LLP in Los Angeles, California.
At Monteleone & McCrory, Clark represented small to medium sized contractors and other companies in all aspects of civil litigation including construction defects, surety claims, and insurance bad faith and coverage issues. He gained extensive experience as a trial lawyer while at Monteleone & McCrory.
In 1995, Clark joined Amwest Surety Insurance Company, as a Senior Litigator where he handled corporate and litigation matters including construction and surety matters, insurance insolvency, bankruptcy, indemnity and commercial collection actions. He later became an Assistant Vice President and Claims Manager for Amwest, responsible for overseeing all surety claims in the Western portion of the United States.
In 2002, Clark became a co-founder and President of Sunrise Business Resources, Inc. Sunrise was a third party administrator of insurance claims, including property & casualty claims, and surety bond claims. He operated this business with over 35 employees for more than four years.
Clark currently manages our firms’ commercial surety claims adjustment group in addition to handling litigation matters in courts throughout California, specializing in the representation of insurers. He also represents small and medium sized businesses in various litigation matters including contract disputes, construction, real estate and employment relations. He has handled many jury and bench trials, as well as mediations and arbitrations. He is a member of the American Bar Association and the California State Bar.
